hevc: rename hevc.[ch] to hevcdec.[ch]
This is more consistent with the rest of libav and frees up the hevc.h
name for decoder-independent shared declarations.

hevc_parser: fix standalone build with the hevc decoder disabled
The parser depends on hevc_ps, which in turn needs some data tables.
