Chris Peterson 9df75ae8c1 Bug 2038115 - Replace MOZ_LIKELY/MOZ_UNLIKELY with C++20's [[likely]]/[[unlikely]] in dom/bindings. r=webidl,smaug
[[likely]] and [[unlikely]] are standard C++, allow us to reduce the number of
headers included (Likely.h), and simplify the if statement's expressions.
