111 MyST cross-references used the rendered .html path, which resolves
to nothing, so Sphinx reported 'cross-reference target not found' for
each of them.

Most were mechanical (foo.html -> foo.md). Nine targeted documents that
had moved in the meantime:

 - the eslint-plugin-mozilla valid-ci-uses and valid-services-property
   rules moved under rules/
 - /devtools/tests/debugging-intermittents moved to
   /testing/debugging-intermittents/
 - /tools/lint/linters/rstlinter moved to
   /code-quality/lint/linters/rstlinter
 - the telemetry collection/scalars and collection/events pages moved
   under obsolete/collection/
 - taskcluster/optimization is a directory now, so the link needs
   optimization/index
 - /security/nss/index and /python/marionette_driver are still .rst

report-gecko-telemetry-in-glean.md linked to glean/user/migration.html,
which does not exist under that name; point it at the Glean user index
instead.

A clean ./mach doc goes from 1257 to 1037 warnings and the 111 .html
cross-reference failures drop to 0, with no new undefined labels.
