Alexander StrangeandDavid Conrad 880003bbb9 Don't check the return value of decode_cabac_residual since it always

returns 0. This leads to a 0.4% speed-up.

* Read the file COPYING. ffmpeg and the associated libraries EXCEPT
  libpostproc and libswscale are licensed under the GNU Lesser General
  Public License.

* libpostproc and libswscale are distributed under the GNU General Public
  License and their compilation and use is optional in ffmpeg.
